In medium bowl, cut tomatoes into small pieces; add diced celery, pepper and all seasonings.
Set aside.
Preheat frypan to 300°; add vegetable oil and onion; cook until just beginning to brown.
Add meat.
Turn dial to 400°, stirring frequently, until browned.
Remove excess fat, then add tomato mixture.
Stir; bring to boil.
Cover; close vent and reduce heat to medium simmer. Cook for at least 25 minutes.
Add cooked macaroni.
Simmer 15 minutes longer, stirring occasionally.
