Combine flour and sugar in top of double boiler.
With spoon, beat water, egg, lemon peel and juice. Cook, stirring, over boiling water until slightly thickened, about 10 minutes.
Remove from heat.
Add butter; refrigerate until well chilled, at least 1 hour.
