Place onions, carrots, green pepper and mushrooms in butter. Add meat and cook until crumbly.
Drain off grease.
Stir in juice, potatoes and seasoning.
Cover and cook until vegetables are tender.
Combine flour and 1 cup of milk, beat until smooth. Stir into soup.
Add remaining milk.
Heat and stir.
