Preheat oven to 400 F.
Grease a 9 x 13 inch baking pan.
Mix muffin mix, flour, and chili powder.
Beat in egg and milk.
Pat into pan with hands.
Spread refried beans, then chili aver the crust.
Sprinkle with cheese.
Bake for 15-20 minutes, the cheese should be melted and the crust firm.
Remove from heat and allow to cool 10 minutes.
Cover with optional toppings if desired.
Cut into squares.
