Cook carrots in 1 cup water with bouillon cubes. Saute onions in butter until golden (keep lid on). Mix flour in 1/2 cup cold water and add to onion. Heat until thickened.
Add carrots in broth and 1/4 teaspoon pepper to onions.
Mix. Pour into 1 1/2-quart casserole and sprinkle with crushed potato chips. Bake at 350Β° until hot and bubbly.
