Combine the first 5 ingredients in a bowl; beat with mixer at medium speed until well blended.
Combine flour, cocoa, baking powder and salt; stir well.
Add to sugar mixture; beat just until dry ingredients are moistened.
Pour mixture into a 9-inch square baking pan coated with cooking spray.
Bake at 375Β° for 25 minutes; remove from oven and sprinkle with chocolate morsels.
Let stand 3 minutes or until morsels soften; spread over brownies using a knife.
Let cool on a wire rack.
