Combine first 5 ingredients in a bowl; cut in margarine with a pastry blender until mixture resembles coarse meal.
Add raisins; toss well.
Add 3/4 cup milk; stir just until dry ingredients are moistened.
Turn dough out onto a heavily floured surface; knead dough 4 or 5 times.
Roll dough to a 1/2-inch thickness; cut with a 2 1/2-inch biscuit cutter.
Place on a baking sheet.
Bake at 450Β° for 11 minutes, or until golden.
Combine powdered sugar and 1 tablespoon milk; stir well.
Drizzle over biscuits.
