Heat oven to 350Β°.
Mix flour, sugar, brown sugar, cocoa, baking soda and salt in bowl with fork.
Stir in water, oil, vinegar and vanilla completely.
Pour into ungreased 9 x 13 x 2-inch pan.
Bake until wooden pick inserted in center comes out clean, 20 to 25 minutes.
