Sift together first 4 ingredients.
In saucepan combine margarine, water and cocoa, stirring constantly.
Bring to a boil over med heat.
Add to dry ingredients and mix well.
Stir in buttermilk, eggs and vanilla.
Pour into greased 15 x 10 x 2 inch baking pan or dish.
Bake at 400Β° for 20 to 25 minutes.
Frost while warm.
