Mix flour, sugar, baking powder and salt.

Make a well in middle.

Add oil, egg yolks, water, orange and lemon extract; beat. In another bowl, beat egg whites with cream of tartar until whites form stiff peaks.

Pour egg yolk mixture over beaten whites, folding until blended.

(Do not stir).

Pour into pan, bake 55 minutes until light brown.
