Cook ground beef and onion until done; drain grease out. Divide chopped cabbage into 3 parts; put part as first layer in a 2 or 2 1/2-quart baking dish, then half meat, then 1/4 cup rice, then 1/3 cabbage, then half meat, then 1/4 cup rice, then last layer of cabbage.

Mix tomato soup with water and brown sugar; pour over the casserole.

Salt and pepper to taste.

Bake covered for 1 to 1 1/2 hours at 350Β° (until cabbage is done).
