Blend all dry ingredients; cut in shortening until crumbly-coarse.
Add milk and stir to form soft dough.
Place onto lightly floured surface; knead gently for 30 seconds.
Roll out. Cut into desired size and bake on ungreased baking sheet for 15 minutes in 450Β° oven (varies as to altitude).
