Combine sugars, salt and milk in heavy saucepan.
Stir over low heat until mixture begins to boil.
Cook to 236° or soft ball stage, stirring frequently.
Remove from heat; add butter.
Cool to lukewarm, 110° without stirring.
Add vanilla; beat until it loses its gloss.
Pour into pan.
Cut after cooling.
