Flour and brown beef in frying pan.
Dissolve bouillon cubes in water.
Put meat in oblong baking dish.
Add tomatoes.
Dice onion, celery and pepper; add to other ingredients.
Add spices to taste. Bake at 350Β° for 2 1/2 to 3 hours.
Serve over rice or noodles.
