Trim off fat and cut beef into 2 x 1/2-inch strips. Combine 1/2 teaspoon salt, pepper, and 2 tablespoons flour; pound into meat.
Heat oil in heavy Dutch oven and brown beef quickly; remove from pan.
Brown 2 tablespoons flour in pan drippings.
Gradually stir in water and add 1/2 teaspoon salt, lemon pepper, catsup, and Worcestershire sauce.
Return steak to pan, cover and simmer over low heat for
1 1/2 to 2 hours.
Serve with spaghetti and grated cheese.
