Saute garlic in olive oil for one minute.
Add tomato sauce and simmer 20 minutes.
Add remaining ingredients except sardines. Pour into a 9 x 13-inch glass baking dish.
Cover with plastic wrap and marinate about a week.
Add sardines just before serving. Serve with assorted crackers if desired.
