Combine yogurt, mayonnaise, cilantro, vinegar, garlic powder, onion powder, cumin, and salt in a small bowl.
Stir until evenly combined and set aside.
Preheat the air fryer to 400 degrees F (200 degrees C).
Pat shrimp dry using a paper towel and place into a bowl.
