Mix first 7 ingredients in a medium size sauce pan and bring to a boil; boil for 5 minutes.

Allow this mixture to cool until it is completely cold (mixture must be cold).

Stir in flour; mix well.

Dissolve baking soda in 2 tsp. hot water; add and mix well.

Pour into a greased tube pan.

Bake for 1 hour at 350° to 375°.
