Sift dry ingredients into a 13 x 9-inch pan.
Make 3 holes in dry ingredients.
Put vanilla in first hole, vinegar in second hole and oil in the third hole.
Pour water over all ingredients. Mix with fork.
Bake at 350Β° for 40 to 45 minutes.
Let cool in pan.
Frost with favorite icing.
