Mix first 8 ingredients well.
Stuff peppers generously with meat mixture.
Place in casserole.
If you have meat left over, roll a few meatballs to put in around the peppers.
Heat tomato soup with 1/2 can water and 1/2 can milk.
Pour over peppers and bake, covered, at 350Β° for 1 1/2 to 2 hours.
Serve with mashed potatoes and a salad.
