Flour steak and brown in pan.
Place in casserole dish.
In pan, place onion, pepper, tomatoes, catsup, water, salt and pepper.
Let simmer 5 minutes, then pour over steak in casserole. Cook at 325Β° for 45 to 60 minutes or until tender.
