Combine ground beef, oats, onion flakes, salt and pepper.
Mix well.
Shape into balls; place in baking pan.
Combine in bowl, ketchup, vinegar, water and sugar.
Mix well.
Pour over meatballs. Bake at 350Β° for 1 to 1 1/2 hours.
