Sift first 3 ingredients.
Set aside.
With mixer, blend next 4 ingredients until smooth.
Add rhubarb and dry ingredients. Stir until thoroughly combined.

Reduce heat to 350° and bake an additional 25 minutes.
Cover pie with topping and place under broiler until lightly browned.
