Combine brown sugar, 4 cups hot water and 2 tablespoons butter in 9 x 13-inch pan; bring to boil.
Remove from heat.
Cream sugar and remaining butter.
Add dry ingredients with sour milk.
Fold in raisins.
Drop by teaspoonfuls into brown sugar mixture.
Bake at 375Β° for 30 minutes.
Serve warm with whipped cream.
