Salt and pepper meat.

Add garlic and brown in oil.

Cook until garlic is yellow.

Add soy sauce and water.

Cook slowly for 20 minutes (no more than 30).

Mix cornstarch and water.

Stir into skillet mixture.

Add tomatoes.

Cook 5 minutes.
