Mix powdered sugar and peanut butter until crumbly.
Put 2/3 of crumbs in the bottom of pie shell.
Cook pudding according to directions on package.
Stir 1 tablespoon crumbs into pudding.
Pour pudding over crumbs in pie shell.
Top with Cool Whip and sprinkle on remaining crumbs.
