Combine first 4 ingredients.
Bring to boil 2 sticks butter, water and 3 tablespoons cocoa.
While hot, add flour mixture.
Add eggs, 2 tablespoons vanilla and sour cream.
Mix and pour into 13 x 9 x 2-inch pan and bake 25 to 30 minutes at 350Β°.
Let cool.
