Layer meat, potatoes, carrots, celery and onions in pot or casserole with lid.
Sprinkle tapioca, sugar, salt and pepper over top.
Pour juice over all.
Cover and cook in 250Β° oven for 4 hours, stirring once while cooking.
Add frozen peas; stir and finish cooking.
