Coat meat with flour, salt and pepper; toss with oil in a 3-quart casserole.
Bake, uncovered, for 30 minutes at 400°.
Stir once.
Add remaining ingredients.
Cover.
Bake at 375° for 2 hours or until meat is tender.
Serves 6 to 8.
