Beat together margarine, sugars, eggs, water and vanilla until blended. Combine flour, salt, soda and cinnamon. Add to mixture and mix well. Stir in oats. Chill dough at least 1 hour. Make small balls and place on cookie sheet.
Bake in preheated oven at 350Β° for 12 to 15 minutes.
