To make a day ahead and bake just before serving
In a large saucepan, brown ground beef; drain.
Add tomato paste, water, spaghetti sauce mix, sugar, parsley, salt, garlic powder and pepper.
Simmer, partially covered, for 20 minutes.
Stir occasionally.
