Brown meat in skillet. Pour just enough spaghetti sauce to cover the bottom of a 9 x 13-inch baking dish.
Add the rest to the browned meat with the water to heat on low.
Spread 1 layer of uncooked noodles with Ricotta. Add a layer of grated Mozzarella and then a layer of meat sauce.
Repeat until you have filled the baking dish.
Finish with a layer of noodles and a light covering of sauce.
