Preheat oven to 400Β°.
Grease and flour a 13 x 9-inch baking pan.
Combine sugar and flour; set aside.
In a medium saucepan, melt butter or margarine with cocoa and water; bring to a boil. Pour mixture over sugar and flour.
Mix well.
Add buttermilk, eggs, cinnamon, baking soda and vanilla; mix until smooth.
Pour into a greased and floured pan; bake 20 to 30 minutes or until a toothpick inserted in center comes out clean.
