Place hash browns, half and half, butter, chives and salt and pepper to taste in large pot over medium heat. Stir until consistency of pudding. Reduce heat after thawing begins to avoid scorching. Place potato mixture in a greased 3-quart casserole. Sprinkle with cheese and paprika.

Bake, loosely covered, for 20 minutes.

Uncover and bake 25 minutes at 350Β°. Makes a lot and can easily be cut in half.
