Mom's Old Fashioned Fruit Cobbler

Combine sugar and water and boil until sugar is dissolved. Melt butter in a 9 X 13 pan.
Combine flour, baking powder, salt and shortening.
Blend with a pastry cutter until crumbly. Gradually add up to 1/4 cup of milk until dough can be handled to form a ball.
Roll out to form a rectangle.
Place fruit filling in center and cover with dough to form a "jelly roll".
Cut roll in slices and place in pan. Slowly pour sugar mixture on cobbler. Bake at 350 degrees for 40-45 minutes.
