Melt caramels with milk in microwave.
Mix flour, oats, sugar, soda, and butter.
Press 3/4 of mixture into 9 x 13-inch pan.
Bake at
350° for 10 minutes.
Remove from oven and top with chocolate chips and nuts.
Drizzle caramel over top. Crumble remaining crumb mixture and bake 12 more minutes at 350°.
