Brown meat; add garlic powder, chili powder, salt and pepper; drain.
Layer in greased 9 x 13-inch casserole as follows: Tortillas, meat, beans, onions and cheese.
Top with tortillas.
Pour soup and Ro-Tel tomato mixture over all.
Cover with foil.
Cook in 400Β° oven for 45 minutes.
