Place beef in a large mixing bowl.
Finely chop onion, green pepper and celery.
Add to meat.
Add all other ingredients.
Add milk last, using enough to make a moist, but formable consistency. Shape into 3 loaves.
Place bacon strip on each and bake about 1 hour and 15 minutes at 350Β°.
Gravy can be made from pan scrapings.
