Lay fillets, smooth side down.
Sprinkle with 1 tablespoon parsley, tarragon, salt and pepper.
Roll up each from wide end; secure with wooden pick.
Bring broth to boiling in skillet.
Add flounder.
Simmer, covered, 8 to 10 minutes until fish flakes easily.
Remove with slotted spoon to platter.
Remove skillet from heat.
Whisk in yogurt and mustard.
Add remaining parsley.
