Peel garlic and bruise severely.
Chop garlic finely.
Blend with remaining ingredients except chicken and rice, to an odd reddish color.
Add water to taste.
Spread chicken wings in a baking dish and cover with sauce.
Cook at 350Β° for 45 minutes. Serve with prepared white rice.
The vinegar, sugar and rice will help cut the "heat" of the wings.
