In a saucepan, bring brown sugar, butter and boiling water to a boil again. Pour into a casserole dish.

Mix together the flour, baking powder, sugar, raisins, milk and vanilla.

Drop into the middle of the former mixture and bake at 350Β° for about 1 hour. Serve with whipped cream or ice cream.
