In buttered 2-quart baking dish, layer as follows: potatoes (sprinkle with salt and pepper), 2 tablespoons flour, cream-style corn, salt, pepper, 1 tablespoon flour, beef, onions and tomato soup.
Spread evenly over beef to sides of casserole dish.
Cover casserole and bake at 350Β° for 50 minutes, then uncover and cook an additional 10 minutes.
