Preheat oven to 350Β°.
In bowl, combine flour, sugar and cocoa; cut in margarine until crumbly.
Press on bottom of a 13 x 9-inch pan.
Bake for 15 minutes.
In saucepan, melt "1 cup" chips with sweetened condensed milk and vanilla.
Pour over crust; top with nuts and remaining chips.
Press down firmly.
Bake for 20 minutes or until set.
Cool. Cut into bars.
