Cook onions in butter over medium heat, stirring occasionally until onions are tender and just begin to brown.
Sprinkle with flour.
Gradually stir in 1 can broth.
Heat to boiling.
Stir in remaining broth, water and Worcestershire sauce.
Bring to boil; simmer 5 minutes.
Place 1 slice toast in oven-proof bowl.
Pour soup over toast, sprinkle with cheese.
Broil 3 to 4 inches from heat until cheese melts and is lightly brown.
