Combine the beef, salt, pepper, onion, green pepper and 1/2 can tomato sauce.
Press into greased 9 x 12 x 2-inch baking dish. Bake on the lowest shelf in hot oven (450Β°) for 10 minutes. Broil 5 minutes more.
While meat is cooking, combine remaining tomato sauce, sugar and Worcestershire sauce.
Bring to a boil. Boil for 3 minutes.
Add meat drippings if desired.
