Place raisins, water and oil in large mixing bowl.
Stir in salt, sugar, milk, oatmeal and wheat germ and gradually add flours. Grease and cover dough.
Allow to double in bulk.
Roll out on lightly floured surface.
Cut with a 3-inch round cookie cutter. Place on a floured surface to rise.
