Use no salt.
Boil chicken and debone.
Add to broth, the bouillon cubes.
Sprinkle the flour over the tortillas and cut into 1-inch or 2-inch pieces.
Drop in the boiling broth slowly. Cook 30 minutes.
Add the chicken, then add the milk.
Let set for 15 minutes and then serve.
