Cook the first 3 ingredients until the mixture clings together.
Press into a 13 x 9 x 2-inch pan.
Bake at 350° for 15 to 20 minutes.
Beat together the eggs, sugar and lemon juice and add flour and baking powder.
Pour over crust.
Bake at 350° for 25 minutes.
Sprinkle confectioners sugar on top.
Cool and cut in bars.
