Mix cake mix, 1 teaspoon coconut flavoring and 1 package coconut; bake according to cake mix directions.
In a 2-cup measuring bowl, mix 2/3 cup evaporated milk, 1 teaspoon coconut flavoring, 1 teaspoon vanilla flavoring and 1/2 cup powdered sugar.
Fill measuring bowl the rest of the way with water and mix.
Pour mixture over hot cake.
Cool and top with Cool Whip and coconut.
