Preheat oven to 350Β°. Grease and flour 13 x 9-inch pan.
Mix flour, sugar, cocoa, salt and baking soda in bowl.
In another bowl, mix water, oil, vinegar and vanilla.
Add previous dry mix to wet.
Bake approximately 30 minutes or until toothpick inserted in center comes out clean.
Mix milk, peanut butter, confectioners sugar and vanilla to frost cake.
You can add more peanut butter for stronger taste.
